milestone200The Village Timeline blog is a year-by-year review of the major milestones, projects, enhancements and enduring decisions made at Concord Village since it was founded.  Since nearly all historical documents were lost or destroyed, this history is taken from bits and pieces pulled together from Concord Village residents.

SEP 08, 2010 - REAC inspections were completed and the score was 89 (compared to 71 and 79 prior two years). Also the budget from D&M for the next year was reviewed.  The board voted to close the pool earlier in the day, and voted to approve $3950 for HQS training. cv-bod-minutes-2010-0908.pdf

Milestones for 2001

  1. Five Year Capital Improvement Plan Completed - A detailed improvement plan was created in 2001 which reconciled the Retrofit project of 1995 and gave an update on remaining work.
  2. Irrigation System Upgraded - Two thousand feet of 1/2 inch, 1000 feet of 1/2 inch, 500 feet of 1 inch, 200 feet of 1&1/4 inch and 100 feet of 1&1/2 inch PVP pipe has been replaced throughout 23 acres. Over 3000 feet of irrigation wire, 340 valves, 30 valve boxes, over 250 bubblers and 5,500 sprinkler heads have been installed to complete the refurbishment of the irrigation/sprinkler system in early 2001.

Milestones for 2000

  1. Pool Deck Resurfaced - Swimming Pool Service and Repair resurfaced the existing deck by grinding the old surface to the solid base, repaired cantilever as required, raised entrance way to prevent previous ponding, replaced deco drain and expansion strips prior to caulking, color coating and sealing the complete surface of deck in 2000.

Milestones for 1999

  1. Pools Replastered - Swimming Pool Service & Repair chipped out the existing plaster to the gunite / shotcrete, removed existing tile and lane markers prior to the installation of new racing lanes and perimeter tile, replaced resar as required then applied two new coats of plaster to the 185,000 gallon main pool in 1999. The aforementioned process was also applicable to the baby pool.
  2. Pool & Clubhouse Exterior Lighting Upgraded (1999?) - Two hundred and fifty feet of single-phase wiring was upgraded from 110 to 220 wire for the baby pool. Three hundred seventy five feet of new wire was pulled to replace the 7 new lights within the large pool and 10 exterior lights encompassing the perimeter the clubhouse, rear youth center and pump room.

Milestones for 1996

  1. Asbestos Study Completed - Fiberquant Inc completed an Asbestos Study and found that "Sample analysis under a quality assurance program detected no asbestos."

  2. Underground Sewer/Water Retrofit - Site work consisted of the removal of 55 trees in order to replace sanitary sewer laterals prior to the installation of cleanouts to 373 dwelling units, office and the clubhouse. Additionally installed were new reduced pressure backflow prevention devices at all existing locations.  A complete new loop water system was installed with shutoff valves located throughout the property in order to isolate future leaks. All old lines were abandoned with new feeder lines installed to each unit. Prior to the retrofit, water to the complete 23 acres was shut down in order to repair a leak. New domestic hot water supply and cold-water piping (exterior of building and in attic space) were replaced with insulated pre-molded fiberglass all-service jackets.  City of Tempe replaced existing feed lines from the main line to the dwelling units as applicable. Ground rods to 55 buildings were installed.

  3. Interior Plumbing Copper Retrofit - Existing galvanized plumbing lines routed from the floor, areas from the ceiling and lines from the walls were capped, with new copper water lines and angle stops for sinks and toilets were installed throughout the unit. Partial under floor copper from the hose bibs were terminated and re-piped above the slab in the downstairs portion of the units. Recessed washing machine outlet boxes with center drain outlet connections and factory valves were installed.

  4. Interior Electrical Upgrades - GFI receptacles were replaced in all "wet" locations as required by code. All light switches and receptacles inside the units were replaced inclusive of general use HVAC Copal for direct connection to aluminum, copper or copper clad conductors.  All electrical panel boxes and breakers were replaced with the feeder wiring tightened at the range, water heater, dryer and HVAC location. The new flush receptacles utilized were heavy duty with terminals for up to 4 connections.

  5. HVAC Replacements Complete - All HVAC units on the property were replaced between 1992 and 1996.  Beginning in 1992, the 25 year old units began failing in large quantities, and so in 1995-96, all remaining A/C units were replaced.

Milestones for 1995

  1. Lead Based Paint Study Completed - Law Crandell Engineering tested for lead-based paint.  HUD Regulations 24 CFR Part 200, Subpart 0 considered test readings of one milligram per square milligram per square centimeter (1 mg/cm-2) or higher using x-ray fluorescence analyzer positive for the presence of lead based paint.  Their report found that "A total of 438 components were performed on components from exterior and common areas, and on interior components from 10 randomly selected dwelling units XRF testing indicated all components tested were negative for the presence of lead per HUD regulations."
  2. HUD $3.5 Million Loan Secured for Retrofit - Initially, CV applied for $7 million to do capital improvements, but only $3.5 million was granted.  The purpose of the cross collateralization of the six existing mortgages under Section 241(a) of the National Housing Act with securing a second was to utilize the mortgage dollars to remedy serious deferred maintenance which was ultimately affecting the health and safety of the Cooperative, specifically the plumbing (both sewer and water) and substandard electrical components. In addition, HVAC's needed replacement along with T-111 siding.
  3. Retrofit Plans Engineered by Experts - Field work included verifying all existing conditions and dimensions prior to the commencement of construction via original owner drawings, the architect's and consultant's observations, (TRK Architecture, Gervasio & Assoc. Inc. and Lowry Sorenson Plumbing and Electrical Engineering) extensive verification of existing plumbing conditions by Ryan Mechanical, water and sewer main location by the City of Tempe, site electrical utility and easements through SRP and TOR Engineering and finally implementation of the Retrofit by the General Contractor, Western Plains Development.
